We are now looking for a Business Development Manager with focus on institutional donors, global foundations, and strategic partnerships. This is an exciting opportunity to strengthen existing and build new donor relationships, expand Plan’s funding base, support Country Offices in co-designing programmes, and lead on high-quality applications that mobilise resources for Plan International’s work globally.

About the Role

As Business Development Manager, you will lead strategic external positioning towards institutional donors and global foundations — including EU institutions (DG INTPA, DG ECHO), Sida, UN agencies, and strategic global philanthropic partners such as IKEA Foundation and H&M Foundation. You will provide in-depth market and donor intelligence, promote localisation approaches, and enable Country Offices to develop strong programme concepts and consortia rooted in rights-based and gender-transformative design.

You will also manage Plan Sweden’s institutional funding pipeline, tracking opportunity value, forecasting, and reporting against business development KPIs such as win rate, pipeline health, conversion ratios, and donor portfolio diversification — informing senior decision-making and contributing to financial sustainability.

Key responsibilities include:

- Lead strategic external engagement and positioning with institutional donors and global foundations.

- Drive opportunity identification, donor intelligence, and strategic partnership development with Country Offices.

- Provide strategic guidance and support Country Offices to design competitive, locally led programme concepts and proposals.

- Lead institutional proposal processes (including EU), ensuring quality, compliance, and alignment with donor priorities.

- Strengthen localisation through equitable partnership models and consortium development.

- Oversee and track portfolio performance, manage the funding pipeline, and report progress against BD KPIs.

- Analyse donor trends and funding landscapes to inform business development strategy.

- Build internal capacity and share learning on donor engagement and business development practices.
What You Bring

- Extensive experience in business development and institutional fundraising, including proposal development and donor engagement.

- Proven ability to manage and influence donor and partner relationships at a strategic level, represent the organisation externally, and negotiate complex partnerships.

- In-dept understanding of institutional donor funding mechanisms, compliance requirements, and market trends (EU, Sida, Norad, UN, foundations).

- Experience supporting business development in programme countries, preferably in partnership with local organisations or civil society actors.

- Demonstrated ability to oversee and optimise a funding pipeline and report against business development or financial KPIs.

- Skilled in programme design or proposal coordination with a rights-based and gender-transformative lens.

- Strong analytical and communication skills, with ability to translate insights into strategic decisions.
- Fluency in English; additional languages such as French or Spanish are an asset.
To succeed in this role, you are a strategic fundraiser and positioning specialist, able to combine relationship-building with sharp donor intelligence and hands-on programme support. You are proactive, analytical, and results-oriented. Above all, you are committed to advancing locally led development and humanitarian action, and ensuring that funding translates into impactful, context-driven programmes.

Location and Employment Conditions

The position is a fixed-term contract of one year. The employment is on a full-time basis which corresponds to 37.5h/week. The position is based in Stockholm and a valid work permit for Sweden is a requirement.

We are also open to candidates based in a country where Plan International has a legal presence, subject to the agreement of the respective local office to host the position. Should this solution be implemented, the position will include a limited number of trips to Plan Internationals office in Stockholm.

Vi söker dig som

About the Role

As a Thematic Advisor, you will play a central role in building up a new portfolio of projects and strengthening our expertise in the area of youth economic empowerment. In this role, you will:

- Drive high-quality proposal development and resource mobilization, Identifying strategic funding opportunities, cultivating strong donor relationships, and develop proposals within the youth economic empowerment area in close collaboration with colleagues from Plan Sweden and Plan International’s regional and country offices.
- Build strategic partnerships and represent Plan International in Sweden and internationally, contributing to visibility, collaboration, and influence.
- Contribute to advocacy and influencing efforts on youth economic empowerment and related thematic areas, bringing insights and evidence from programme experience.

What You Bring

- An advanced degree in political science, social sciences, gender or development studies.
- Several years of experience working with and providing technical advice to international programmes and interventions on youth economic empowerment (skills and career development, livelihood development, youth employment and entrepreneurship, private sector collaboration) in both development contexts and humanitarian settings as well as a solid background in international development and humanitarian work.
- A strong understanding of, and commitment to, applying a human rights-based approach is essential. Proven experience in advancing the rights of young people, and a strong strategic understanding of how to promote gender equality in the world of work in diverse contexts.
- Proven experience with resource mobilization including proposal development and proposal writing, for various donors, such as Sida, EU, UN, and private foundations.
- Experience of working internationally in countries across diverse cultures and contexts, and in building partnerships.
- Experience of working with education programmes in development and/or emergency contexts is a merit.
- Experience in advocacy and communication are essential, and being a spokesperson is a merit.

This is an exciting opportunity to strengthen our partnerships with DG INTPA and DG ECHO, support Country Offices in co-designing programmes, and lead on high-quality EU applications that mobilise resources for Plan International’s programmes and partnerships globally.

About the Role

As Business Development Programme Specialist, you will play a central role in positioning Plan International with EU donors through strategic engagement, proposal development, and consortium building. You will help Country Offices strengthen their fundraising leadership, foster equitable partnerships, and co-create competitive, locally led proposals.

The role requires combining market intelligence with contextual analysis to articulate Plan International’s added value and ensure programmes reflect innovation and partner priorities. A strong focus will be placed on localisation, supporting local organisations to design, access, and manage EU funding.

While EU donors will be your main focus, you may also contribute to wider institutional business development efforts in collaboration with colleagues across Plan International.

Key responsibilities include:

- Ensuring and supporting strategic donor engagement towards DG INTPA, DG ECHO, and EU delegations.

- Providing proactive, demand-driven support to Country Offices in co-designing proposals and programmes.

- Leading partner mapping and consortium building, ensuring strong, locally led partnerships.

- Identifying Plan International’s niche and added value in different contexts to strengthen competitiveness.

- Tracking and analysing EU donor trends, priorities and funding opportunities to inform proactive positioning.

- Leading and quality assuring EU applications, ensuring compliance and competitiveness.

- Supporting implementation and compliance of the EU portfolio, including reporting and donor liaison.

- Facilitating knowledge sharing and strengthening organisational capacity on EU donor engagement and localisation practices.
What You Bring

- A university degree in business administration, economics, international development, or a related field (an advanced degree is a merit).

- Proven success in leading and winning EU-funded applications (DG INTPA, DG ECHO).

- Strong knowledge of EU funding mechanisms, rules, and regulations.

- Demonstrated experience in localisation approaches – co-design, consortium building, and supporting locally led partnerships, ideally with reference to the Grand Bargain or Charter for Change.

- Excellent communication skills in English (French is a merit).

- Strong strategic insight into donor priorities and trends, with the ability to position organisations competitively in a shifting landscape.

- Proven ability to identify and frame organisational added value in diverse contexts.

- Strong organisational and facilitation skills, with the ability to coordinate complex processes under tight deadlines.

- Agility to adapt to evolving donor agendas, including humanitarian, development, and nexus approaches.
To succeed in this role, you are proactive, analytical, and results-oriented. You are a strategic fundraiser and positioning specialist, able to combine relationship-building with sharp donor intelligence and hands-on programme support. Above all, you are committed to advancing locally led development and ensuring that funding translates into impactful, context-driven programmes.

Location and Employment Conditions

The position is a fixed-term contract of one year. The employment is on a full-time basis which corresponds to 37.5h/week. The position is based in Stockholm and a valid work permit for Sweden is a requirement.

We are also open to candidates based in a country where Plan International has a legal presence, subject to the agreement of the respective local office to host the position. Should this solution be implemented, the position will include a limited number of trips to Plan Internationals office in Stockholm.
